    新质生产力与水土保持监测融合在江玉高速中的应用

    Application of integration of new quality productivity and soil and water conservation monitoring in Jiang-Yu expressway

    • 摘要: 近年来,水土保持高质量发展提出新的时代要求。有的水土保持监测技术服务单位,还存在监测手段不丰富、监测信息化水平不高、监测效率低等问题。在水土保持加强监管的大背景下,应积极运用新质生产力与传统水土保持监测业务融合,提升监测手段,提高监测水平。铜仁市江口至玉屏高速公路工程水土保持监测过程中构建遥感技术、无人机监测、视频监控、地面监测、大数据平台等多方法及多维度的监测体系。该监测体系发挥遥感影像的范围广、历史可追溯,无人机技术的精准化识别、视频监管的实时性、地面监测的直观性,大数据平台分析、预警功能等多种技术手段的各自优势,形成“组合拳”式监测体系,提高了监测数据的准确性和科学性。通过对比分析遥感技术和无人机监测的精度,验证数据准确性。结果表明,遥感监测及无人机监测精度均达到95%以上,满足《生产建设项目水土保持监测规程(试行)》的要求。

       

      Abstract:
      Background The Opinions on Strengthening Soil and Water Conservation Work in the New Era by the General Office of CPC Central Committee and The General Office of the State Council demand new requirements for high-quality development of soil and water conservation in the New Era. As a technical service unit for soil water conservation monitoring, there are still problems such as lack of diverse monitoring methods, low level of monitoring informatization, and low monitoring efficiency. In the context of supervision of soil and water conservation, it is necessary to actively apply new productive forces to integrate with traditional soil and water conservation monitoring services, enhance monitoring methods, and monitoring levels.
      Methods This article introduced remote sensing technology and unmanned aerial vehicle (UAV) monitoring to monitor soil and water conservation of the Jiangkou-Yuping Expressway project in Tongren city Guizhou, video monitoring, ground monitoring, big data platform and other methods, multi-dimensional monitoring system, the monitoring system to play a wide range of remote sensing images, history can be traced, accurate identification of UAV technology, real-time video monitoring, visual monitoring of the ground, large data platform analysis, early warning function and other technical means of their respective advantages, Improve the accuracy and scientificity of monitoring data.
      Results Using remote sensing images and UAV monitoring technology, visual interpretation of the disturbed areas of 36 spoil sites over the years was conducted. The study found that the accuracy of remote sensing monitoring on the Guizhou soil and water conservation big data platform was 95.32%, and the accuracy of UAV monitoring was 97.46%. By using UAV monitoring, the annual spoil volume of the 36 spoil sites was calculated, and the accuracy of UAV monitoring reached 93.48%. Through the established soil and water conservation monitoring points, the soil loss in each monitoring area was estimated according to the soil loss calculation method in the standards for soil and water conservation monitoring and evaluation of production and construction projects. By the time of acceptance of soil and water conservation facilities, the soil loss control ratio reached 1.08. The research results meet the accuracy requirements of the "Soil and Water Conservation Monitoring Procedures (Trial)".
      Conclusions The application is the implementation of the opinions on soil and water conservation work in the new era, the preliminary exploration of scientific and technological innovation in soil and water conservation, the integration of new quality productivity and traditional monitoring, and the provision of basic information for smart soil and water conservation big data.
