    水土保持项目碳汇的基线问题

    The baseline problem of carbon sink projects from soil and water conservation

    • 摘要: 中国正在建立水土保持生态产品价值实现机制,将水土保持碳汇纳入温室气体自愿减排交易,碳汇项目的开发并进入碳交易市场交易,其基线情景设置是关键,交易市场要求方法学的额外性论证清晰、可操作,并确保减排量真实、准确、保守,但目前研究较少。基线情景通常认为是不进行水土保持治理时,项目地块可能碳减排量的变化情况。本研究从定义、特征、类型、准则和确定方法等方面论述水土保持项目有关基线的问题;依据当前我国CCER发布方法学征集对对基线的基本要求,对目前确定水土保持碳汇项目活动基线的方法进行分析和比较。开发水土保持碳汇项目时,可采用项目级基线方法来提高项目基线计算的一致性、可比性和总体质量。

       

      Abstract: China is establishing a mechanism for realizing the value of ecological products from soil and water conservation, incorporating carbon sinks from soil and water conservation into voluntary greenhouse gas emission reduction trading. The development of carbon sink projects and their entry into the carbon trading market hinge on setting baseline scenarios. The trading market requires clear and operational arguments for the additivity of methodologies, ensuring that emission reductions are genuine, accurate, and conservative. However, there is currently limited research in this area. Baseline scenarios typically refer to changes in potential carbon reduction levels in project sites when no soil and water conservation measures are implemented. This study discusses issues related to baselines for soil and water conservation projects from aspects such as definition, characteristics, types, criteria, and determination methods. Based on the basic requirements for baselines outlined in the current CCER methodology call for publication in China, this study analyzes and compares methods for determining baseline activities for soil and water conservation carbon sink projects. When developing soil and water conservation carbon sink projects, a project-level baseline method can be adopted to enhance the consistency, comparability, and overall quality of project baseline calculations.
