    中国参与《联合国防治荒漠化公约》干旱议题谈判的角色定位与路径选择

    Role positioning and path selection of China in negotiating drought issues under the United Nations Convention to Combat Desertification

    • 摘要: 在全球气候变化背景下,干旱成为全球治理的重要议题。《联合国防治荒漠化公约》(以下简称《公约》)作为应对全球干旱与荒漠化的核心多边机制,《公约》关于干旱议题的谈判进程、议题演化与制度工具不断深化。中国既是干旱风险暴露度较高的国家之一,也是干旱长期治理实践与政策工具的重要供给方,在《公约》干旱议题谈判的角色演进与路径选择具有代表性意义。本文基于国际机制有效性视角,系统梳理《公约》缔约方大会干旱议题谈判演进脉络,采用SWOT和波士顿矩阵分析方法,从参与意愿和参与能力两个维度,分析了中国在不同阶段参与《公约》干旱议题谈判的角色定位和路径轨迹。研究表明:中国在《公约》干旱议题谈判中经历了由被动参与者、积极参与者、贡献者、推动者向引领者的角色转变,其路径表现为“意愿先行,能力跟进”的渐进式演进,契合《公约》以倡议驱动、合作导向和工具化治理的制度环境。针对中国参与《公约》干旱议题谈判提出了“完善内部能力建设”、“强化外部风险应对”、“推进谈判能力跃升”的政策建议,为《公约》干旱议题框架下的制度推进与国际共识凝聚提供具有可操作性的“中国方案”。

       

      Abstract: BackgroundAgainst the backdrop of global climate change, drought has emerged as a critical issue in global governance. As the principal multilateral mechanism for addressing global drought and desertification, the United Nations Convention to Combat Desertification (UNCCD) has continuously advanced its negotiation processes, issue development, and institutional instruments related to drought. China is not only among the countries most exposed to drought risks, but also a major contributor to long-term drought management practices and policy instruments. Its evolving role and strategic choices in UNCCD drought-related negotiations are therefore of representative significance.MethodsFrom the perspective of international regime effectiveness, this paper systematically reviews the evolution of drought-related negotiations at the UNCCD Conference of the Parties (COP). Employing SWOT analysis and the Boston Matrix, it analyzes China’s role positioning and developmental trajectory at different stages along two dimensions: willingness to participate and capacity to engage.ResultsThe findings indicate that China’s role in UNCCD drought negotiations has progressed from a passive participant to an active participant, contributor, promoter, and ultimately a leader. This transformation follows a gradual pathway characterized by “willingness preceding capability,” which is highly consistent with the Convention’s institutional environment—one driven by initiatives, oriented toward cooperation, and centered on instrumental governance. ConclusionFocusing on China’s engagement in UNCCD drought negotiations, this paper proposes policy recommendations, including strengthening domestic capacity building, enhancing external risk response, and advancing negotiation capacity. These recommendations provide a pragmatic “Chinese approach” to promoting institutional development and building international consensus within the framework of the UNCCD drought agenda.
