Abstract: The problems needing attention are discussed, which are in the planning of soil and water conservation programs during the construction of exposition parks in the urban area. The harms resulting from soil loss, soil loss volume forecasting is studied, and the drainage system, side slope protection, microrelief reformation, control of wind erosion, provisional measures for construction etc are elaborated in detail. Conceptions of nature, ecology and landscape have been demonstrated in the soil and water conservation programs so as to achieve the construction mode, which embodies the harmony and integration of both artificial environment and natural environment, and consideration of development of urban area as well as natural environmental protection have been given.
